replaced radiator, now fans don't work

Had a crack in radiator which we replaced. Now the engine fans won't come on and the temp light flashes. What do we need to check?

l999 beetle with a 2.0 liter.

Remove the small upper hose from the coolant bottle and hold it over the bottle while somebody starts the car and holds the rpm at about 2000. Do you have good steady flow out of that hose?
