1999 VW Cabrio Hydraulic top not working...top is closed and the fluid looks to be low how can I dia

At first the hydraulic motor made noise but would not open, now the motor makes no noise and still won't open. Looking in the trunk...the hydraulic fluid is really low. While doing research on the web, found out that the fluid can't be gauged unless the top is open. Bought the car used and owners manual not included with the car. Unsure how or if there is a way to manually open the top to check the hydraulic fluid level, and if in fact that is the problem in the first place. Please advise. Thanks!

There is a way to manually open the top, usually it's the top motor that is burned up. Do you have some basic tools like a test light or volt meter? Have you checked the fuses?
